Rohingya crisis cannot be solved by excluding any party, says National Security Adviser

Bangladesh’s National Security Adviser Dr Khalilur Rahman has said the Rohingya crisis cannot be resolved by excluding any of the parties involved.

Dr Rahman, who also serves as the Chief Adviser’s High Representative on the Rohingya issue, told reporters, “We will talk with all parties, including the Myanmar government and the Arakan Army, to resolve the Rohingya problem.”

He made the comments on Monday during a media briefing on the second day of an international dialogue on the Rohingya crisis in Cox’s Bazar.

According to Dr Rahman, the opening day of the dialogue gave Rohingya participants the opportunity to share their experiences, problems and expectations directly. “It was a historic opportunity, as for the first time they were able to raise their voices under the same roof,” he said.

“Our main goal is to present their united voice at the upcoming United Nations conference and to ensure safe repatriation through cooperation with neighbouring and regional countries,” he added.

The dialogue was organised ahead of a high-level international conference on the Rohingya issue scheduled to take place on 30 September at the UN headquarters.

Outlining the key outcomes of the discussions, Dr Rahman said six issues had received particular importance. These were:

  1. Ensuring the voices of Rohingya are included in resolving the crisis.

  2. Repatriation, with a demand to return home with dignity, safety and permanence.

  3. International assistance to reduce uncertainty in food, healthcare, education and essential services.

  4. Dialogue and confidence-building among different parties.

  5. Addressing Myanmar’s criminal activities to safeguard local and regional stability.

  6. Full accountability for crimes committed against the Rohingya.

Dr Rahman said the Bangladesh government was actively engaged in addressing the crisis and had the backing of political leaders. “International and regional partners are ready to cooperate in this solution. We hope the proposals from this dialogue will play an effective role at the upcoming United Nations conference,” he said.

International organisations, experts and representatives of the Rohingya community also presented recommendations at the dialogue, offering perspectives on possible solutions to the crisis.
